Xtarget is a framework component embedded within a parent application from Sns, not a standalone app that can be updated separately. To ensure this framework receives a native Apple Silicon build, you need to update the parent product itself through the appropriate channel — either Sns's own installer, a vendor auto-updater, or the application's built-in update mechanism. Contact Sns directly or check the documentation for whichever parent application uses Xtarget to confirm that the host product has been updated to a native Apple Silicon build. Since this is a framework dependency rather than a user-facing tool, you cannot address it in isolation; updating the host application is what matters.
