ONCore13 is a framework component embedded within an Ononesoftware host application, not a standalone app you can update separately. To ensure it runs natively on Apple Silicon after Rosetta 2 is removed in macOS 28 (September 2028), you must update the parent Ononesoftware product itself. Check Ononesoftware's official website or your installed app's built-in update mechanism (typically Help → Check for Updates or a dedicated updater tool) to download and install the latest native Apple Silicon build of the parent application. The framework will be updated automatically as part of that installation.
