This is an FxPlug video effect plugin for Final Cut Pro, not a standalone application. To get a native Apple Silicon version, you need to update Red Giant Universe through Red Giant's official installer or application manager, not through the Final Cut Pro App Store or a generic download. Visit redgiant.com and download the latest version of Red Giant Universe (or use their application manager if you have one installed) — this will deliver native Apple Silicon builds of all included plugins, including Universe_Distort_Masked_Clone. After installation, the plugin will appear natively in Final Cut Pro's effects browser. If you are unsure whether your copy of Final Cut Pro itself is running natively, check by opening Final Cut Pro, clicking Final Cut Pro in the menu bar, selecting "About Final Cut Pro", and verifying it says "Apple Silicon" — Final Cut Pro shipped native from version 10.4.1 onwards. The Red Giant installer handles the plugin separately from the host app, so both must be on current native builds for best performance. With over two years until Apple removes Rosetta 2 in September 2028, there is time to update at your own pace, but doing so sooner will improve performance and stability.
