Ozone 8 Dynamics is an AAX plugin for Pro Tools, not a standalone app, so it must be updated through iZotope's vendor tools rather than the App Store. To get a native Apple Silicon build of this plugin, you first need to ensure Pro Tools itself is on a current native version (Pro Tools 2023.6 or later).
